I'd like to strongly oppose this or any other indian geolocated campaign for the month. WLE along with WMF's own campaign have been running for almost a month in India. I can not count how many times I have dismissed it but it keeps popping up again and again. It is getting incredibly annoying, I think we are beyond banner fatigue at this point. I see two requests on this page itself geolocated to india. As a meta admin from India, I had to update the guidelines because of requests like these in such a short time (month long, with maximum priority to completely burn-out any value of that space). I would ask anyone here to please dont take any more requests in such a short time. Also, we have a rule now to avoid max priority and long campaigns. Theo10011, While we understand the usage guidelines, please note that we don't come up with central notice requests throughout the year. WikiConference India is happening after a period of 5 years, and we are trying our best to reach out to the community. This survey was mandated by WMF's PEG team before approving the grant request. With all the new acronyms and changes at WMF, I really don't know what WMF PEG team means, first of all what is PEG? Second, if you won't mind please provide a link where they "mandated" using centralnotice. You made a community request here, if the staff mandated this, they have their own procedure- they can turn on campaigns themselves too. Third, you designed your own survey to be shown on WMF projects that can collect private information about respondents - this is something WMF usually restricts and has a lot of legal rules for, I am guessing you will need the legal teams approval first. But that would be WMF's responsibility and decision. Once you have their approval someone from the legal department will give their ok here I am guessing. Anyway, to show consensus, if this is a chapter-oriented project, some page on any other local wiki or even here on meta defining the terms of this campaign would be useful. This is intended for Indian wikis and indian audience, they should have some say or some knowledge of this?
Lastly, I am not trying to be difficult here. I worked on the last Wikiconference in Mumbai and I know you need to promote it. But you also have to understand, back-to-back campaigns have been going on for the last month. 2-3 campaigns ran this whole month burning out a lot of views. We can't have constant banners running all the time. You are talking about large countries with billions of people (~2 billion in South-east Asia), this will just annoy them and hurt future campaigns and fundraising. I also don't see the benefit of targeting geographies outside india for an india-only event. Those other countries will have zero to no impact on your goal here, they would need visas and scholarships and travel allowance - which I don't believe you are set-up for. You are requesting two simultaneous campaigns for this conference. I strongly suggest merging the two campaigns. You can start with the campaign about the conference and add a link to the survey in the banner when you have approval from WMF about the survey itself. Thanks. Theo10011, we didn't know that you can display different links under a same campaign. That is why we requested one campaign for each link. We have sought review from WMF legal team. Theo10011, please see Grants:PEG to know about WMF's grants scheme that supports Wikimedia projects and events like WikiConference India. The mandate for survey was conveyed during a Google Hangout with the PEG team. So, unfortunately, we do not have public documentation of that mandate. You are right that only a survey was mandated and not a central notice request. We have tried reaching out to the communities through village pumps, mailing lists and social media channels. But, we didn't get adequate response. That is why we are seeking help through central notice. This is a community driven project and not chapter or any other organization driven project. All the communities have already provided support and endorsements here. I would request you to count this as an authorization for the organizing team to do the needful both on-wiki and off-wiki. It is practically impossible to go back to all the communities and get votes for each and every step in organizing this conference. I am sorry to say this but you are being difficult here. It would help if some good faith is assumed about our intent and capabilities.
This is a conference not just for the Wikimedians in India but for all Wikimedians who contribute to Indian language projects. Punjabi, Bengali and Tamil Wikimedia projects have major presence in the neighboring countries. That is why we are targeting these countries too. We have already received scholarship applications from these countries. We have also adequately budgeted for travel from these countries. We are also prepared to handle visa issues. The WMF PEG team has approved the grant only after considering all these questions. With your experience working for WCI 2011, we invite you to contribute for WCI 2016 as well.
While I share your concern for banner blindness, please also note that the requests from India have been very impactful and justifies the use of central notice. if the region/population is huge, so is the opportunity to create impact. The recently concluded Wiki Loves Earth India campaign has uploaded 32,464 images to Commons. This is one fourth of total images uploaded from all over the world. Needless to say, India leads by upload count. Through our central notice request for scholarship applications, we received 450+ applications from almost 20 communities. Many of these communities do not respond adequately if we just reach out to them by village pump, social media channels and mailing lists. Ravi, This is partly the same response as below. I have no objection anymore to the banner requested for the conference itself (as long as it is one). You can do both in not one campaign but one banner too, if you want. I also understand that you can't show local consensus for this easily but the endorsements should suffice. This survey request I still have concerns about, but it's not my decision. I think you have a harder task first getting approval from the WMF legal department. They would have concerns about pulling traffic from wp and directing it off-site. They would want to vet and check first. There should be some privacy issues there. But again, that is WMF legal concern. You've agreed to merge and shorten the campaign so a large part of my concern has been addressed. Good luck with the rest. This survey is not a priority. For the record, there is no local consensus to show this survey is needed. I'd also ask CN admins to ask to see local consensus as much as possible(French wikipedia had a similar situation because this was overlooked). Thanks.
