I would like to set up a general purpose bot for Wikimetrics to use to interact with wikis. Initially, it would only be used to provide OAuth authentication that a certain report is running on behalf of this user. In the future, user:WikimetricsBot may upload data that it generates in Wikimetrics up to a wiki, but details on that have not been worked out.

Has the bot, or a sister of the bot, operated in other wikis? What edit level are you looking to undertake? Why do think that it needs to have a bot right? From what I see you describing, it is not a high rate of editing, nor looking to utilise the rights for a bot at meta.
