Perhaps you should ask the blocking admin, @Ohnoitsjamie: on his talk page on the English Wikipedia. I see that range block as being in order, as it only affects one page, and as it was undertaken to stop vandalism on that page. There are 6,000,000 pages on the English Wikipedia one can edit. Why you are using UTRS or email for this when you could ask Ohnoitsjamie on the English Wikipedia is beyond me.
