はじめに

ローカルでの技能開発にグローバルな取り組みを

技能開発とリーダーシップ育成のために、技能開発のためのシステマチックな計画が必要です。 技能開発という言葉においての、各ウィキメディア・コミュニティと提携団体での必要性についてのデータを集めるための調査手法を検討することから始めましょう。すなわち次の2点の組み合わせに基づく計画を立てます。: 1. ローカルでの技能開発、そして 2. ローカルでの技能開発の各活動のグローバルでの調整です。ローカライゼーションにより各コミュニティに沿うことができるという利点があります。ウィキメディア・ムーブメント全体での技能開発へのアプローチを改善することになります。この計画には、ムーブメント全体の関係者がつながるため、交流するため、ネットワークを広げるため、互いに教え合うための方法を含まねばなりません。ウィキメディアンがグループとして学び、改善することができるからです。

ローカルの各コミュニティのための、その場にいる人たちのための、その組織のための、技能開発になるシステマチックでグローバルなアプローチを構築するには以下をご覧ください。

• 方法論を確立して集約データを生成、資源とニーズのマッピング、技能開発の取り組みを実際のニーズに応じて展開する。
• スキルの指導と学習に特化したサービスを確立し、ウィキメディア運動全域にわたる仲間同士のつながり／マッチングを促進する（例：ピア学習、人脈作り、パートナー機関やウィキメディア運動内部の仲間から情報を集積する）。
• 多様な方法を奨励して、研修やメンター制度、コンサルタント、オンライン学習、相互の学習支援、イベント開催など。
• 技能認定を実施して（オンラインとオフラインの両面）、技能開発にインセンティブを設ける（例：公開のバッジ制度の適用など）
