The following request for comments is closed. This user has a long history of blocks by different administrator and is under a mentorship now. (The blocks are actually related to various violations of unblock conditions and topic bans.) The Russian Wikipedia is big enough to be able to sort out such disputes without outside involvement.   • Wikimedia wikis are serious places. It seems you made a joke and got blocked for it. Stewards are not permitted to overturn local blocks except in clear cases of abuse by the admin blocking.
